Sidewalks, alleys, and solicitors were the top topics at WHNA’s Feb. 12 “town hall” meeting. The membership meeting, which drew about 50 people, was designed to give residents a chance to bring up concerns or issues about the neighborhood.

Alleys. Several residents mentioned that Westover Hills alleys need cleaning up. Even though the city owns the alley, a city ordinance makes adjacent property owners responsible for vegetation, trees, and debris up to the middle point of the alley. Residents who are elderly or in ill health may have trouble keeping their alleys clear, so it was suggested that WHNA organize an on-call clean-up crew to help residents with alley cleanup.

The city also has a bulk pickup service. If you call the city, it will come pick up vegetation and debris (even large tree limbs) for free. It may take a few weeks for the pickup crew to arrive. The city charges $50 to pick up large appliances that you want to dispose of.

Potholes in the alleys were also brought up. The city maintains the surface of the alleys with gravel and grading as needed, but will no longer pave an alley. If “your” alley needs work, call the city’s 3-1-1 service line or lodge an online request on the city’s website.

Sidewalks. Several residents mentioned that sidewalks are uneven or broken in some sections of Westover Hills. Mothers often have to push their baby strollers in the street because of the condition of the sidewalks. A member of the United Methodist Church fell on a broken sidewalk in front of the church recently, and the city came and “fixed” the problem area with an asphalt patch. If you see sidewalks that need repair, call the city’s 3-1-1 service line or lodge an online request on the city’s website and give specifics of the location that needs fixing.

Solicitors. One resident expressed concern about the number of people who come to her door soliciting. Another neighbor said she has had fewer solicitors since she posted a “no solicitation” sign by the door. Sgt. John Stanton of the Richmond Police said that the police can arrest someone on your property if you put up a “no trespassing” sign on your property and send a letter to police indicating that you want no trespassers. Road surface. One resident pointed out the poor surface on Westover Hills Boulevard just as you get on the Nickel Bridge. A complaint has already been lodged with the city. We all hope it will be fixed soon!
